Unlike most of the country that is experiencing severely overcrowded jails, the State of South Dakota has actually seen a decline in its jail population for the second consecutive year – a decrease of 14% – that is saving the State tens of millions of dollars annually. One reason is South Dakota’s 24/7 Sobriety Project, a program that targets felony DUI offenders and others who have committed alcohol-related crimes. This program involves twice-daily breath testing and SCRAM, and has been so successful that it recently won a national innovation award for its impressive results.
